Saritor started its business operations in Poland back in 2005 when we were a property development company active exclusively in Poland’s then booming private residential market. We’re proud to say that our first major project, a development of 90 single-family (detached) houses on the outskirts of Krakow, receivedthe prestigious industry award of: “Best Residential Project – Poland 2008”.
In 2009 we expanded our activities to provide project solutions to Poland’s newly emerging PPP market. PPP or ‘Public Private Partnership’ is a commercial mechanism that allows public sector organisations to deliver much needed infrastructure now and pay for this over the long-term. Whilst relatively new to Poland, this important commercial model operates in many other countries across the world and is most mature in the UK. More than 50% of all EU PPP projects have occurred there and before establishing Saritor in Poland, I personally worked in that market for more than 10 years.
There are many similarities between the PPP environments of Poland and the UK and the processes involved in tendering and realising projects. There are also differences. Therefore, we believe that one of our key strengths isthe combination of knowledge and experience taken from both markets, resulting in a very ‘real-world’ understanding of how to make PPP work.
PPP is a fairly simple concept to understand but is difficult to achieve in practice. Within this web- site we will expand on this subject, explaining what we see as some of the key issues that today’s Polish PPP market faces. As part of this ‘discussion’ we also offer advice, drawn from our direct experience of operating within the market here, about how to achieve successful projects.
That said, it should be emphasised that we are not PPP consultants. We could be described as ‘PPP investors’. However, we prefer to think of ourselves as ‘PPP practitioners’. This because,despite all its current difficulties, our belief and confidence in this emerging market is such that our complete business activity is now focused on realising the many important PPP infrastructure projects required across Poland.

I have alluded to PPP’scommercial complexities and the current difficulties within the market. Our experience shows that education,plus understanding and resolving the often conflicting needs of the different parties involved are key market enablers. Therefore, given this and our commitment to PPP in Poland, Saritor has established its own‘PPP Training Institute’- an organisation that provides a range of training solutions aimed at increasing PPP understanding and expertise - and, in so doing, helping the market’s expansion and future success. Saritor not only delivers PPP projects but actively promotes PPP ‘best practice’. We frequently speak about this subject at international seminars and events here in Poland, the UK and the USA. Saritor is also an active member of the Ministry for Regional Development’s PPP Task Force, a multi-disciplined team tasked with promoting and accelerating PPP activity across Poland.
The success of Poland’s PPP market is vital. It will deliver much needed affordable infrastructure which, in turn, will simply improve the ‘quality of life’ for all here in Poland.
